Saturday 5th April saw Cilcain Young Farmers, North Wales Police, Neighbourhood Watch and Brynle Williams (AM)come together to launch Farmwatch.

PC Hazel Goss Community Safety Officer for North Wales Police says"Farm Watch" is a new initiative which is being run in Flintshire .  Farm Watch along side Neighbourhood Watch comes with so many added benefits in addressing crime and making areas where we live and work safer.  The aims of Farm Watch are:    

    * Reduce opportunities for crime and vandalism.
    * Strengthen community spirit so that everyone plays their part in protecting their property.
    * Improve two-way communication between farmers and the Police.
    * Reduce the fear of crime.

As Community Safer Officer for Flintshire I can provide practical crime prevention advice to farmers and landowners to ensure their property and goods are as secure as possible, running property marking schemes and advice on security cameras and alarms.  I would also like farmers and members of the public to go onto the North Wales Police Web Site and register with "My Things" this service is free and you can place all your valuable items on this site, if stolen can be circulated country wide”

Helen Davies Chairman of Cilcain Young Farmers says “As Chairman of Cilcain Young Farmers Club, the farm watch scheme and data tagging system was something that interested me greatly.  There have always been incidents of farm burglaries in our area.  Also in our club one of our young members had a quad bike stolen from their farm, it made us stop and think what could be done to prevent thieves from coming onto our farms and stealing our property.  

Community Beat Manager PC Aldous came to the club to give a general talk about his work as our community beat officer, it was then that the initiative started.  The Community Safety Partnership provided funding  the  pilot Farmwatch scheme to be set up in Cilcain, in partnership with the Young Farmers.  There was a lot of interest amongst our members from the outset as a lot of the clubs members are farmer’s sons and daughters.  We have appointed co-ordinators for the different areas around the village and we have contacted local farmers to get them involved in the new scheme.  I think the scheme will bring our farming community even closer and hopefully will prevent future crime on our farms”

Gwen Davies, Business Development Manager for NFU says “The NFU is very supportive of the farmwatch scheme.  We hope that the datatag initiative will act as a deterrent to thieves operating in rural areas and assist the police in the recovery of stolen farm equipment.  The NFU welcomes any such initiative that helps stamp out crime in rural areas.”


PC Gary Aldous says “…. I am pleased to be part of this initiative and Farmwatch will be very useful in the rural areas I cover”



Jackie Lee, Project Administrator for Flintshire Neighbourhood Watch Association says ‘ I would strongly urge farmers to join the Farmwatch scheme. Being a member has many  benefits, including being provided with Farmwatch signage and crime prevention information specific to the Farming Community  and other general crime prevention advice as farmers are ‘householders’ too. Flinsthire Neighbourhood Watch is also piloting Online Watch Scheme (OWL). This will be launched in the near future. This will be very beneficial to farmers as messages of suspicious incidents can be reported to their members instantaneously, ’.

Flintshire Neighbourhood Watch wishes to raise awareness of houses, flats, shops and commercial buildings being rented or leased to be converted into working drugs factories and for the cultivation of cannabis in North Wales.

Dangerous situations are  created as the new occupants usually by-pass the electricity and/or the gas system. Damage is caused to the property with the installation of industrial ventilation, heating and lighting.

Neil Gallagher North Wales Fire and Rescue service says “…We have highlighted the existence of this type of premises to our operational crews throughout North Wales. These properties could pose a serious threat to the safety of firefighters.”

Be Aware of:
•    Tenants paying large sums of cash for rentals, sometimes paying the first 6 months in advance
•    Tenants being evasive and avoiding any visits by landlords or agents to the premises
•    The windows of the property are permanently covered from the inside
•    The cannabis or by products such as used fertiliser will be removed in black bin bags or laundry bags
•    There may be a pungent smell emanating from the premises

•    DO NOT attempt to enter the premises or confront the tenants.
•    Obtain as much personal details as you can about the person
•    Obtain a description of the person
•    Record any form of documentation offered as identity, reference or address.
•    Retain any CCTV evidence of the person

Getting Hot on Cold Callers in Flintshire

Unfortunately, Cold Callers are a problem in Flintshire as they are in other areas.

Last year Flintshire Neighbourhood Watch, Trading Standards along with The Community Safety Partnership launched  the pilot ‘No Cold Calling’ schemes in selected areas throughout Flintshire.

Other initiatives are also being looked into to try and stop cold callers – full stop!.

PC Hazel Goss (MBE), Community Safety Officer is looking at obtaining stickers to go on the outside of doors  in an effort to deter cold callers. This stickers will be made available to elderly residents and people who feel vulnerable.

The design of the sticker is effective and advises potential cold callers that the resident does not buy from doorstep sellers. The sticker goes on to say

No Cold Callers
No home repairs or improvements
No Surveys or free advice
Please only call by appointment
ID required
No buying or selling

PC Hazel Goss says “I am always looking at different initiatives to help the Community to be more aware of Bogus Callers, Rogue Traders and stop the Elderly and the Vulnerable being targeted by these people.  The stickers that I have designed will hopefully deter callers as the sticker tells them not to call for any reason other than they have permission and you are expecting them, or they are one of the emergency services who will always carry identification should they call on you unexpectedly”.

Residents are reminded to LOCK STOP/CHAIN and CHECK.

LOCK: Keep your front and back doors locked even when at home
STOP: Before you answer, stop and think if you are expecting anyone. Check that you have locked any back door and taken the key out.
CHAIN: If you decide to open the door, put the door chain on or bar first. Keep the bar or chain on while you are talking to the person on the doorstep. (Normally, when the door is shut and locked, leave the bar or chain off in case you need to get out in an emergency)
CHECK: Check their details before  you let them into the house. Do not agree to any work being done or sign a contract until after  you have talked to someone else.

Security Company – Be Aware

Flintshire Neighbourhood Watch and North Wales Police would like to advise the residents of Flintshire of a security company who are targeting the elderly and vulnerable and have a hard sell policy. People have been pressured into giving these doorstep callers large cheques as deposits.


Home office advice is if someone calls at your door and offers to show you products they wish to sell:

LOCK; Keep your front and back doors locked, even when you are at home.
STOP: Before you answer, stop and think if you are expecting anyone. Check that you have locked your back door and taken the key out. Look through the spy hole or the window to see who it is.
CHAIN: If you do decide to open the door, put the door chain or bar on first. Keep the bar or chain on while you are talking to the person on the doorstep (Normally, when the door is shut and locked, leave the bar or door chain off in case you need to get out in an emergency
CHECK: Check their details before letting them into your house. Do not agree to any work being done or sign a contract until you have talked to someone else.

Bogus callers can also turn up as builders or gardeners and try to trick you into paying for unnecessary work. You should never agree to having work done by someone who is just passing, or take their word that it needs to be done at all. Do not be pressured into paying them before they do any work. Do not accept  any offer from them to drive you to the bank to withdraw money. If you think the work needs to be done get quotes from two or three other companies. Also, ask a friend for a recommendation. You can check whether the company is reputable by contacting your local Trading Standards Office

Keep your chain on your  and politely tell them you are not interested and to go away. We have signs and stickers available which you can show at your window saying no cold callers and other information is available free for you just contact us. If you think you or someone  you know has been targeted by these people or similar companies then please contact one of the below numbers’
